摘 要：随着农村经济的'发展和国家对“3农”问题的重视，农村消费市场进入了1个新的历史阶段，农村消费市场的启动成为当前主要任务。发展农村0售业是启动农村消费市场的基础，它对改善农村消费环境，满足农村消费市场需求，提高农民消费福利等方面都有重要作用。但是，当前我国农村0售业发展落后，面临如业态单1，层次低下；经营主体高度分散，产业化程度低；流通手段落后，发展后劲不足等1系列问题。因此，必须采取在结构重组中开拓农村消费市场；城乡联动，依托小城镇构建农村现代0售产业组织体系；运用连锁经营构建农村消费市场分销网络等措施，大力发展农村0售业，开拓农村消费市场。
