The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with its government and its emperor looking toward the maintenance of peace in the Pacific.

　　The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost.

　　Hostilities exist. There is no blinking at the fact that our people, our territory, and our interests are in grave danger. With confidence in our armed forces, with the unbounding determination of our people, we will gain the inevitable triumph—so help us God."

　　Let us recall the lessons of the past. When Napoleon’s ambitions menaced the world, our nation stood firm, refusing to be confined behind “an ancient Chinese wall” while civilization hung in the balance. We fought the War of 1812 to defend our right to trade freely, and though the conflicts of the 20th century tested us, never before has the shadow of tyranny loomed so darkly over our shores.

　　Yesterday—December 7th, 1941—a date which will live in infamy—the Empire of Japan launched a surprise attack on our Pacific Fleet at Pearl Harbor, striking while our diplomats still sought peace. In a single morning, they sought to cripple our resolve, to fracture our unity. But they failed. For what they did not understand is this:The American spirit cannot be shattered by bombs, nor our will broken by fear.

　　Today, we face a choice. Shall we retreat into isolation, as some urge, or shall we rise to meet this challenge with the full strength of our moral and industrial might? I say to you now:We will not stand idle while our allies bleed, nor permit the forces of oppression to dictate the fate of nations.
