陕西省高新技术产业集群化发展的对策研究
摘要： 2次世界大战后,伴随着高新技术的飞速发展,世界上许多国家实现了社会经济的跨越式发展。从各国发展高新技术产业状况来看,集群化的发展模式成为了1种趋势。有鉴于此,各国不约而同的把产业集群化发展模式引入到规划中,也取得了非常大的成绩。本文应用产业集群理论分析陕西省高新技术产业发展现状，并提出推进陕西省高新技术产业健康发展的对策。首先解释高新技术产业集群的概念，介绍国内外关于集群理论的相关应用研究。接下来，对陕西省高新技术产业的现状及特点进行了分析和总结，指出陕西省高新技术产业呈现3大特点:地理上的集中性、专业化特性以及拥有比较深厚的根植性文化。这些特点表明陕西省高新技术产业的发展已经呈现出集群化发展的雏形。的核心部分从产业集群的角度分析陕西省高新技术产业发展中的1些主要问题。主要包括集群发展基础条件及创新机制分析。在上述分析的基础上从优化产业布局、提高科技创新能力和完善产业环境体系建设方面提出了陕西省高新技术产业集群化发展的对策建议。

Countermeasures research on the development of high-tech industry clusters in Shanxi Province
Abstract: After the world warII. With the high-tech rapid development, Many of countries have achieved socio-economic high-speed development. From the development of high-tech industry situation, The clusters development has become a trend. In view of this, all at the same time their property cluster development model introduced to the planning and has scored great achievements. This article analyzes the present situation of the high-tech industry of Shanxi Province by using the theory of industry cluster ,and proposed some development policies healthy development of the high-tech industry of Shanxi Province. First, the article explains the concept of Clusters of high-tech industries, introduces some relevant applying studies of the industry cluster theories, Then, the paper analyzes and summarizes the basic terms, the general development situation and the features of the high-tech industries of Shan xi province. So shows that the hi-tech industry of Shanxi province demonstrates three major characteristics: concentrating on geography, specialization characteristic and relatively deep cultural implanting. These characteristics indicate that the development of hi-tech industry in Shan xi province has been on the elementary stage of cluster form. In the core part of this paper, some problems of Shanxi high-tech industry are analyzed on the basis of industry cluster theory, which include the Infrastructure development and in novative behavior analysis. On the basis of previous analysis, the paper brings out some policies and suggestions for the healthy development of high-tech industry in Shanxi province. The policies and suggestions mainly come from three aspects. The first is that optimize the industrial layout;the second is that the raise the scientific and technological innovation capability;the third is that improving industry environment system.
